一、主旨：為鼓勵國際學生來校就讀，加速本校國際化腳步，特設置本獎助學金。
   
二、獎助學金來源、獎勵對象及條件
（一）、獎助學金款項來源：教育部補助款
（二）、獎勵對象：在學且具正式學籍之國際學生（不含僑生）。

三、獎勵條件： 
（一）、助學金：符合本辦法獎勵對象之每位國際學生皆可獲補助，不需申請。
（二）、獎學金：符合下列規定之一者可提出申請：
     1、就讀大學部滿一學期，每學期至少修習六學分，前一學期學業成績平均65分以上，行為表現無不良紀錄。大學部四技生至多得申請八學期；二技生至多得申請四學期。
     2、就讀研究所滿一學期，前一學期至少修習一門學科，且學業成績平均75分以上，行為表現無不良紀錄。但在撰寫博士或碩士論文期間無前一學期成績者，得於本校指定受理期限內，提出指導教授推薦書及論文撰寫計畫申請之，至少包括研究動機與目的、研究架構與設計、資料蒐集來源、論文大綱、參考書目等；此類申請，不論攻讀碩士或博士學位，各以一次為限。碩士生至多得申請四學期；博士生至多得申請八學期。
     3、受獎人不得同時受領我政府機關其它獎學金。

四、名額、金額及受獎期間
（一）、名額及金額：
1、助學金：每學年依教育部補助款提撥80%作為助學金，按國際學生人數平均分配之，並直接核發，學生無須提出申請。
2、獎學金：每學期依教育部補助款提撥10%作為獎學金，上、下學期共提撥20%，每學期每名金額新台幣10,000元。
（二）、受獎期間：本項獎助學金經評定後，每學期發給獎助學金，如遇休、退學即停止發給；所餘款項由候補者接替領取。

六、獎學金申請日期：每學期註冊日起兩週內。詳細時間依本校獎助學金公告申請期限辦理。

七、獎學金評審：
（一）、申請截止後由本校學務處召開獎學金評審委員會。委員會由本校教務長、學務長、國際事務處處長及各學院院長組成之，學務長為召集人。
（二）、審查標準：依全校專班與非專班之國際學生數比例核配專班獎學金與非專班獎學金。
1.專班獎學金：依各專班之班級人數分配該專班可獲得之專班獎學金，依班級排名順序核發，至專班獎學金用完為止。
2.非專班獎學金：不同班級的成績排名換算為百分位數排名，依百分位數排名順序核發，至非專班獎學金用完為止。

八、本要點經行政會議通過，校長核定後實施，修訂時亦同。

1. Purpose
Financial aid is offered for the express purpose of encouraging international students to study at the university and promoting at the same time the internationalization of the university.

2. Financial Aid Resources and Candidates
 (1) Financial Aid is fund(s) supported by the Ministry of Education, Taiwan.
 (2)  International students who have enrolled as the students of the university (except overseas Chinese) are eligible to apply for financial aid.

3. Financial Aid Conditions
 (1) Grant-in-aid is awarded to the international students studying at the university. No application is required.
 (2) Scholarship is for the international students who meet one of the following criteria:
   a.An undergraduate international student who has finished his or her studying for one full semester and is enrolled in a course load of at least six hours per semester. He/she should have gained an overall grade point ratio of 65 or better in the previous semester on the coursework and have no bad behavior record. Students in the four-year program can apply for up to eight semesters while students in the two-year program can apply for up to four semesters.
   b. A graduate international student who has finished his or her studying for one full semester. He or she should be enrolled in at least one course in the previous semester with an overall grade point ratio of 75 or better and have no bad behavior record. Master’s students can apply for up to four semesters and doctoral students can apply for up to eight semesters. For those who have no academic record of the previous semester because of the writing of their doctoral dissertation or Master’s thesis, a scholarship application can be submitted along with the advisor’s recommendation letter and thesis proposal by the appointed deadline. The submitted proposal should include motive and purpose, research framework, methods of data collection, thesis outline, bibliography and so forth. However, such an application can be presented only once.
  (3) Students who are granted the university’s financial aid are not allowed to receive any other scholarships from government organizations.

4. Amount of Financial Aid Received and Awarding Period
 (1)Number of students awarded and Amount
  a. Grant-in-aid is contributed from 80% of the fund(s) the university receives from the Ministry of Education per year. The total amount is equally distributed to each international student. No application is required. 
  b. Scholarship is contributed from 10% of the fund(s) the university receives from the Ministry of Education per semester and 20% per year. Each qualified student receives NT$10,000 per semester.
 (2)Awarding Period
After being approved, the financial aid is issued each semester. It should be cancelled if the recipient suspends or discontinues his/her schooling. The amount of that aid will be received by other candidates.

6. Application Deadline 
Application is accepted within the first two weeks after the registration day. The specific application deadline depends on the announcement delivered by the university.

7. Application Evaluation
 (1) After the application deadline, an evaluation committee meeting is held by the Office of Student Affairs. The committee comprises Dean of Academic Affairs, Dean of Student Affairs, Dean of International Affairs and the dean of each college. The dean of Student Affairs serves as the meeting convener.
 (2) Evaluation Criteria: Scholarship is distributed according to the number of international students enrolled in program and non-program classifications.
   a. Scholarship for program classification: the amount of scholarship is distributed to each program class according to the number of its qualified students. That scholarship is then issued to the students based on their class grade ranking until it runs out.
   b. Scholarship for non-program classification: The grade rankings in different classes are transferred to percentile rankings. The scholarship is granted according to the percentile rankings until it runs out.

8. These regulations shall be effective immediately upon adoption by the administrative meeting and the president of the university. The same is true of any revisions.
